Where is Kannos Empty Where is Kannos

I've looked all over the Onderon Palace and the surrounding Sky Ramp area and I can find no sign of Kannos. Is this a glitch or am I just stupid? Please reply.

He's supposed to be right near the shuttle.

You walk down this ramp past some HK-50 droids, and there is Kannos.
